What’s new? The Arizona Senate has passed HB 2342, a bill to protect mining rights, by a vote of 17 to 12. The document guarantees protection from statewide restrictions on those who operate a blockchain node or mine digital assets. After Senate approval, the document has been sent to Governor Katie Hobbs for signature.

What else is known? The bill was introduced in January by House Republican member Teresa Martinez. It recognizes residential computing use as a matter of “statewide concern,” effectively stripping local governments of regulatory authority in this area.

The bill defines “computational power” broadly to include blockchain operations, but it also targets artificial intelligence operations, cloud computing, and high-performance scientific research conducted on home-based rigs.

The bill’s advancement is part of Arizona’s broader stance on cryptocurrencies. Last month, for example, lawmakers advanced bills to create a strategic digital asset reserve (SB 1373) and a strategic bitcoin reserve (SB 1025).

If passed, they would allow Arizona to create state-administered digital asset reserves, including using confiscated cryptocurrency, and invest up to 10% of state treasury and pension funds in bitcoin.
