Anatoly Aksakov, Chairman of the State Duma Committee on the Financial Market, said that the package of draft laws on the digital ruble will not be adopted by April 1, and the pilot project on real transactions with the asset will also be postponed to a later date. The deputy confirmed that the document was adopted only in the first reading, with quite a few amendments to it, which will be considered in early April.
What else did the deputy say? Testing of the digital ruble was postponed due to the fact that the legislative framework for its implementation is not yet ready, and the pilot is not expected to be implemented under the experimental legal regime. In this, Aksakov allowed the possibility of the adoption of the law on the digital ruble in mid-April or early May.

In January, the State Duma included a draft law on the digital ruble in its agenda for the first reading. This is a framework document, a more detailed regulatory framework will be developed by the Central Bank. In early March, the Central Bank reported that the rate for the digital ruble will be limited because it is a new means of payment, not a substitute for deposits and products.
